While it would be nice to give current players a deeper pool of potential names, the idea of removing them from older accounts seems inherently unjust. They paid to play this game just like you did, presumably more money too since the prices have dropped over time.
In the end, this situation is a result of the no-subscription model that GW uses. An account will never expire or lapse, so the names attached to it are essentially immortal. There's not much to be done about it.

Solution: Invent your own names. I made a name that I really like and created a ranger just to keep the name so no one could steal it. I havnt ever played the ranger, hes still in pre searing and 9 months old, but I want the name. I will probably use it in GW2 on my primary character cos its way better then my lame name.
(The Ranger name being Lag-o-Less, double pun intended)

Given that some people might not log on for 6 months or more, school season, tour of duty, other MMO, this is the most awful idea ever. Half the appeal of GW is that you can leave it and come back whenever you want with no penalty.
Find a random name generator on the internet, or something? (TBH, the names I see on GW imply a certain degree of unimaginativeness anyways.)

I was thinking about something like this. For a while now I wanted a few names, so I added them to my friends list. My entire time playing starting from half way of Prophesies up to right now, I have never seen these names log on. Ever.

Because I'm sure you're on 24/7, with that buddy list loaded, just waiting for those names to light up.
Anyway, so /not signed. Are you insane? Just because someone beat you to a name, you want to undo everything they've done to get it for yourself? They made it first, fair and square. Deal with it and come up with your own creative name. It's not like we need any more assassins named Naruto anyway.
Look at it this way: what if someone wanted YOUR character's name? Are you willing to give up your minis, titles, armor, faction, and weapons? No? Then why should anyone else be?
Keep in mind that people don't tend to constantly play games. They'll play for a bit, then put it aside for a few months, then pick it back up. Some people lose internet access/their computers for awhile or have other real life situations get in the way. Not everyone plays daily or even weekly, and they shouldn't be penalized for it.
Not to mention the fact that these players might have built up one hell of a reputation for their character. It sucks to get known somewhere, then have to start making a name for yourself all over again.
